Born in Sendai in 1943. After graduating from Hitotsubashi University in 1967, he entered the Ministry of Foreign Affairs.
He has served as a diplomat at Japanese embassies in Iran, Korea, the USSR, Russia, Ukraine, Uzbekistan, Kazakhstan, Kyrgyzstan and Belarus.
In 1998, Director of the Middle East Africa Bureau, Ministry of Foreign Affairs. Japanese Ambassador to Syria in 2000. In 2002, Ambassador to Ukraine and Moldova.
His last career as a diplomat is Ambassador to Osaka/Kansai.
After retiring from the Ministry of Foreign Affairs, he concurrently served as director of many organizations including the director of the Kyoto International Conference Hall.
