梗概

迫害や紛争から国を逃れて難民となった人は第二次世界大戦以降過去最悪を更新し、7000万人を超えた。日本は個別に逃れた難民を審査し、受け入れる制度を持っているが、認定は非常に厳しい。また平均2年半の審査期間中最低限の生活保障がなくホームレスとなってしまう人もいる。一方、就労することも認められず最低限の生きていく保障がない人々がいる。誰もが利用可能なセーフティーネットの確保の必要性、そして宗教団体、民間組織による支援の取り組みを紹介する。

Abstract

Refugees, who fled from persecution and war, has increased and become more than 70 million, which is the worst number after the World WarⅡ. Japan, is a signatory of Refugee Convention, has an asylum system but implement in a very strict way. While their asylum claim is being processed, minimum social assistance is not secured and quite a few asylum seekers become homeless. The government even does not allow the right to work of asylum seekers, especially through the court procedure, which makes them destitute situation. In the presentation, the role of faith based organization and relevance of embracing all the people in the society will be discussed.
